I thought it was worth posting this link since each time I need to create am .ico file, I end up having to search Google. I have tried the plugin and it works quite well. The plugin was created by the good folks at Telegraphics and can be downloaded at http://www.telegraphics.com.au/sw/ and is called the ICO (Windows Icon) Format plug in. If you are running the x64 bit version of CS4/5, make sure to download the x64 bit version for the x64 bit directory and the 32 bit version for the 32 bit program files directory.
Installation is very easy. Download the files above, extract the zip, and for x64, drop the extracted file to your x64 directory (example C:\Program Files\Adobe\Adobe Photoshop CS5.1 (64 Bit)\Plug-ins). The 32 bit version would most likely go in C:\Program Files (x86)\Adobe\Adobe Photoshop CS5.1\Plug-ins. Once you have the plugin folder dropped in the plugins directory, you have access to a new "Save as" item for Windows Icon .ICO files. The pplugin does not appear to do size conversions, so before you save the .ico, remember to resize the image to 16x16px. But other than that, it's light, fast and free. Telegraphics does accept donations if you love the plugin and want to show a little support.
